If you wish to retain the number from your previous network provider, you must obtain a PAC code from them. Give this to your new provider and they will transfer it for you, and you'll have the same number on your new network.
Yeah, the phone number is controlled by the service provider, and their systems map a phone number to a SIM number. Nothing you can do, it has to be them that does it.
