Sims can be (and by default are) protected by a 4 digit code which you have to enter each time you reboot your phone. If you forget this code you need a "puk" code to unlock the sim. This would have been provided with a new Sim otherwise you need to ask your carrier for it.
Often Sim codes which have remained unchanged by the user are 0000 or 1234
