Root Simple IP?

I keep seeing threads about simple ip and mob ip for better speeds. I've tried googling but I can't seem to understand what is it is. Can anyone explain?

I've read somewhere on this forum that switching between simple IP and mob IP just changes the way your phone searches for data

now I'm also wondering can it affect your phones reception

Basically, Simple IP is faster because you're not going through the system of routers to keep the same data session, you just simply switch IP's. It just effects the data network and not your phone reception, since they're two different networks.
