Help slow speed

Hi all. My son give to me his Mytouch 4G phone. Is rooted and with custom ROM. I do not know much about smart phones. The problem I have is the internet speed. My max download speed is 13Kb/s. It is slower that dialup. It is something wrong with the phone or is the tmobile. I am on prepaid plan and never go to 4g, but i believe that the speed should be at least 3 times faster. Thanks.

Slow speed can be caused by multiple things. Prepaid phones normally get slower speed than contract phones. Your speed could also be caused by your location or signal strength.

Could be my radio?. I notice 14.7kbs everywhere. Not only at my house.
My son give to me this phone. Is rooted and S=off in radio. The radio I have now is 12.62.6027P_26.13.04.19_m. Putting back stock radio will improve the speed?
