Smaller than Original

A friend has an interesting problem and I think it probably doesn't have a solution.

He has a number of full screen HTML/CSS pages that display on the iPhone5 without scrolling and he notes that the screen on the Bionic has the same aspect ratio as the iPhone5 but it has fewer pixels (in both directions obviously).

He asked me to try converting one page and I came to the conclusion that the way to do it would be to make all lengths defined in the page packaged in CSS and have two ,CSS files ... one for the iPhone5 and one for the Bionic.

I looked at eight different browsers on the Android and they all will zoom larger but none of them will zoom smaller than the original definition.

Am I correct in my assumption that smaller than the original is not possible or am I missing something? Is there a browser or SDK control, or third-party control that allows shrinking smaller than original?
