Smallest Video Resolution for Encoding Video?

I want to encode some video for my Moto G phone:
16M colors, Size 720 x 1280 pixels, 4.5 inches (~326 ppi pixel density)

And keep the file size to a minimum without losing too much quality.

Any suggestions as to what resolution I should go down to?

You may find that this will be a hit and miss trial by error thing. When I was doing video's for my devices I had to do a few of them a couple of times with different resolutions and audio play back.

What program are you creating your video files in? this may also help people help you.
 
I haven't chosen a programme yet.

They are cartoons/animations that I've downloaded and want to put them on the phone.

Do you recommend any programmes for encoding?
