Help SMS: Message Blocking is Active

The phone is a Moto 6. SMS text messaging stopped working today: "Message Blocking is Active". I do not see anything in the phone or app settings that seems to be related. Any assistance is appreciate.

Embarrassing. After posting I tried unsuccessfully to place a call. So I checked online and was one day late renewing the annual prepaid plan.

Yes, but the carrier for whatever reason did not send the notice this year.
