What does this mean? Why did a random person add me to their circle?

It's for Google+. You must have either posted something public on G+, or they had you as a suggested add because you might have similar areas of interest or you are close to each other, or some other reason. Sometimes it's hard to say. When I get those, if I don't know them I will block them.

When you have their profile open, select the three dots. Then there is an option to block them.
