So I need an app to stream?

I have a Virgin Mobile Samsung Intercept.

I can stream in many apps: YouTube, iheartradio, etc...

However, whenever in a web browser, I can not stream audio or video. For example, www.radioio.com is an mp3 stream. I can not listen, the web browser thinks it is an MP3 download and attempts a download to the SD card and just hangs. This happens on both Opera Mini and Skyfire. Other videos, MP4 etc... same thing, can't watch them unless that web site has a specific app such as Youtube.

Do I need a streaming app installed, such as XiiaLive?

I have tried these web sites on an iphone in safari, and they worked fine.

I have read the Sprint may have disabled streaming (Virgin uses the Sprint network), but most of the complaints that I have read from sprint users were saying that they could not stream anything, no even from apps.

Thanks.

Sprint hasn't "disabled streaming." Just because one site doesnt work, doesnt mean all streaming doesnt work. Many radio stations will have a weird codec that they stream their broadcasts in. You may need to use Tune In radio or xiialive to get that station.
