Is there a program or app that lets you pull a single high res frame from 4k video?

Can't you just use the default video player on the phone? It has a screen grab that takes decent images.

you cant take stills from uhd vids on the phone. or the resolution below it for that matter.

You can't take a still while recording, but you can grab a still from the stock video player app while playing back the video.
