Software support program

I'm attempting to install a security system at my business and view the cameras through my Android phone. The instruction manual is written in technical jargon, which I don't understand, and the manufacturer doesn't offer technical support. I know nothing about Android and I'm completely lost.

The instructions say: Make sure you have a software support program loaded on your mobile [device] such as Apkinstaller...

So, my questions are:
What is a software support program?
How do I determine whether one is loaded on the device?
If not, where would I find one?

If you have an Android Phone, thenn there is an "apk installer" on the phone. An "apk installer" is an applet built into the Operating System to handle installation of apps.
