Root [Solved]Bootlooping on every ROM especially stock

Edit: I managed to get the device into bootloader after red blinking led error, I flashed stock and discovered cache and data partitions were still corrupted. After I tried to fix the partition via adb shell I was able to use mtp protocol and transfer files. Cach and data supposedly can mount now but the device can't get pass the first boot of any rom. The "android is starting... starting apps" prompt hangs at the end of each boot.

Since it seems everything is corrupted, I would would try to get it back to close as stock as possible before doing anything else. Give Wug's Nexus Toolkit at try.
I tried fastboot erasing commands on all partitions then sent the images to the device.
Doesn't wugfresh kit do the same thing for flashing stock? fastboot -w [filename].zip and the bootloader and radio images? I'm running on linux machine by the way...

Downgraded to jellybean and it finally booted completely but the OTAs break it again

Don't OTA... once Jellybean is fully working, use the Lollipop factory image and just use the flash-all script. I have had it fail running it via sudo though, go su first and then run it. Initial boot on Lollipop can take 10 minutes plus in some cases. make sure you using a fairly current fastboot/adb (not the ones on most repositories)

I don't think I do that yet, IMEI is unknown and I can't get a com port connection (used a windows 8.1 machine for that) to write the original value via software. I can't even push superuserSU and do this with an app from http://forum.xda-developers.com/canvas-a1/general/fix-imei-perfect-fix-android-imei-t2943567
 
Baseband isn't being read in rom, tried flashing specific radios but none worked, did a unbrick from an xda post that involved LGNPST flashing a bin on it but still radio isn't read in system (bootloader show the radio version just fine...)

Sounds like you have a secure partition that got borked, the one that contains your serial number, IMEI, ESN, locking information, etc ... Once its toast, stick a fork in it... She's done.
