Well, I'm wondering if you're using the stock charging cable and plug that came with the tab, first of all. 2nd of all ;) I'm wondering if it is damaged, either the charging cable, the connector or the receptacle on the tab itself.

Samsung Galaxy Tab 2 - Android Forums is the Tab 2 forum here.. have a look around in there, perhaps you'll see others who have remedied that issue.

If you cannot access anything on the tablet I would suggest to get into contact with the company you bought it from or the manufacturer to ask about warranty extents.
