Help Sound flick switch on lock screen

Just got a two new razr maxx phones in the household (9/18/12). When locked, there is a flick switch at the top right for sound. On one phone this switch is sound on (right) or vibrate (left). On the other phone it is sound on (right) or silent (left). I cannot find any settings that are different between the phones. Any ideas why the flick switch is different?
 
It defaults to whatever you last had your phone set as. Change the phone to vibrate and it will go between vibrate and normal, switch it to silent and it will go between silent and normal
