I made the terrible mistake of selecting a file in Google Drive to attach to a tweet. Now whenever I want to attach a file to anything it opens Drive. How can I restore the old behavior of opening Files on the local device?

Try going into Settings > Apps > Drive, looking for anything referring to it being a default or set as default (wording may depend on Android version or manufacturer, which is why I'm being vague) and unsetting or clearing that default.

The way android handles these things is that the first time you try to carry out an action it gives a list of all apps that can do it. But if you say it should "always" use that app it makes that app the default for that action regardless of what other app it is that triggers it. That's why you have to look at the app that's carrying out the action (Drive in this case) rather than the one that triggers it to turn it off.

... Now whenever I want to attach a file to anything it opens Drive....
When I attach a file to new mail in my Outlook app, it pops up a menu that lets me pick a file from Files or Gallery.
