Help *Special Call Blocker Needs* Please Help!

scoll said:
I have searched several call blocking apps and I am in great need of an app or any option that I can block all calls, which is easy, but I need to tell caller with a voice message to call another number before hanging up. I cant allow them to go to voice mail because I need the call to end within 12 seconds.
I would be willing to pay a premium for this app since I am billed heavy for each call that goes over 12 seconds.:)

What kind of janky service do you have with 12 second calls, and no free voicemail calling?
