Help Star u9501 (Galaxy S4 Clone) not exactly charging...

So, yesterday I received in the post, a brand new Star u9501, based on the mtk6589 quad-core CPU. The phone came with two batteries, which is an added bonus.

The issue however, is that the battery drains with the charger plugged in, unless it's turned off, then a battery indicator appears and it tells me it's charging. If the battery is drained too much, the red power/charging LED doesn't even illuminate when plugged into the charger, the phone sits there like a dead fish, and I wonder if it's ever going to function again.

Last night I got a 100% charge out of it, turned it on, left it on the charger overnight, and woke up late with yet another dead battery. A combination of chargers, cables, and batteries hasn't been successful.

So, all in all, the charging is very erratic and/or problematic, or I'm doing something wrong, which I can't imagine. Sometimes if I leave the battery out for a few hours, and the place it back in for charging it seems to have a little bit of kick just to get the on-screen indicator up and running, but I can't guarantee this is successful, the phone or batteries could very well be at fault.

It's a charger, not an external power supply. It can't supply as much current as the phone uses, so if the phone is n when the charger is connected, you're just draining the battery more slowly, you're not charging it. And, by letting the batteries drain to the point that you don't even get a charge indication, you're shortening their lives. Charge it fully. See how long it goes before it tells you to plug it in. That's how long you get with your usage pattern and that size battery. Wanting it to run longer between power-off charges, even needing it to, makes no difference. If you absolutely need it to run longer between charges, get a larger battery.

I don't think you understand, the phone is brand new, it came with two batteries, and neither of them are giving me any results at all. Yes, they have been used, but they came with about 60% on them that I wanted to clear off before giving them both a 100% charge and then using the phone casually, ie. every day use.

I am not the sort of person to drain a Li-Ion battery entirely, the indicator in Android (when turned on) isn't even registering a difference in charge and the phone will cut out entirely very suddenly.

Right now since it won't turn on at all, I have it plugged into the charger. Trying the PC did nothing, I didn't even get a beep from Windows to say that it was connected.

I've contacted the person I purchased it from, hopefully with his many dealings in these Chinese products he will be able to have some input into the matter... otherwise I guess I'll just send it back for replacement.

The phone was sent back for replacement, the seller might be able to tell me what went wrong. But judging by the amount of flip-flop information I've read about Li-Ion batteries, I've done nothing wrong with them.
