How do I set the programs on the phone's START MENU?
All I can find are programs that turn off apps after the phone starts them often creating a loop that uses more RAM than the stupid program I don't want uses running on its own.
 
I don't quite understand your question. What are you referring to when you say, "START MENU"? Are you referring to tasks that automatically start up when you start your phone? Can you provide a screen shot of what you are referring to?

Android phones don't have a start menu. When you start up, you are in the home screen which contains the app icons and widgets. You can launch apps from here and view the widgets. There is also the apps list which will show all apps you have installed or are preloaded by the manufacturer and carrier. You can also start apps from here.
