Start using phone without contract??

I just bought an unlocked Android phone (LG Optimus T) for my daughter to use abroad. She'll be in Australia for 18 months, so she won't have a cell provider until she gets there and decides on her best option. For the limited time she's still in the states, can she begin to use the phone as an ipod, video player, browsing the web etc. just using it in conjunction with WiFi and/or synching with her PC? Can she begin to download apps using wifi and/or her pc?

She can use wifi for downloading apps directly to her phone. I got Android phones without SIMs that I use like iPod Touches.
