Is there an app/utility that will allow to switch between apps?

One way would be to mimic the long press of the home button, or another way is to list the last app(s) so you can quickly switch back and forth. As an extension of this, maybe allow for the user to set how many apps to display.

Honeycomb (for tablets only) and Ice Cream Sandwich have this feature.

I guess you are talking about something like SwipePad and WaveLauncher? Would check them out if I were you.

They allow you by hitting hot spots while making a specified gesture to select favourite or recently used apps even when working in an other applications. I use it alot when multitasking and switching between applications.

Quickdesk is my currently used one. Shows the last 30 used apps and you can put widgets and shortcutd on it without leaving your currently open app.
