stock browser gestures?

Just curious, I know the default ICS browser has gestures and a little blue wheel that comes up (ICS+ browser has this). Does the default s3 browser have an option for this?

From my experience with the galaxy nexus to the s3 they appear to be the same browser and yes you can enable the quick controls.

Any idea how? I looked through the settings and didn't see it :-(
