I am using a rooted Jelly bean S2. It was previousily on Gingerbread.

Is it safe to 'stock' it back to Gingerbread? by downloading the relevant stock software?

Yes, but you may need to do a Factory Reset on boot. Do not use Titanium backup to restore any JB system apps.
