I can't seem to follow your directions on my SG4.

When I hit the Settings Icon (looks like a wheel) I get:

Data Usage
More Networks

(Connect and share)

NFC
S Beam
Nearby Devices
Screen Mirroring
Kies vis Wi-Fi

Which one do I select to turn off the internet?

Try more networks. It seems they changed the settings menu again on 4.2
