Stop constant roaming?

My daughter has a Motorola Droid that she's using on Page Plus (pre-paid carrier in the USA). She just purchased the phone from an internet site. It looks like the phone is constantly roaming. The carrier is supposed to be using Verizon towers, and our area is well-blanketed by Big Red. We are, though, within 10-15 miles of Mexico - dunno if that's interfering.

Is there any way with this phone to completely block any and all roaming?

Side note: is there any way to disable the browser? Not block data, because then she can't send or receive media messages. But we don't want the internet browser coming up.

1) If she bought the phone from Page Plus, ask them to set it to not show roaming. If she bought it from somewhere else, it's roaming on Page plus, so it's showing roaming. It doesn't make any difference to anything but the display you see.

2) Install a firewall and block outgoing port 80. You can disable all the browsers you want, but she can always install another one. If port 80 is blocked going out, no web browser can communicate with the web.
