Help Stops charging, Battery use setting blank

I've had my Optimus V for 5 months now without issue and bought a second one as a gift for a family member this past week ($99 at BB). The new phone has a charging issue. When plugged in to any charger (have 3 wall chargers, 2 USB cables etc) it will stop charging after a few minutes. I have to unplug it and plug back in to keep it charging. In the morning the phone will be left with maybe 30 or 40% battery after charging all night. I tried swapping batteries between phones which didn't change anything. When I go to:
Settings > About Phone > Battery Use the screen is always blank on the new phone, unlike my older phone. All I see is the header at the top in gray "While last unplugged for 0s". I tried toggling airplne mode ON for 10+ sec without success. I read through the " 3G Drops & Standby Battery Drain (Solutions)" sticky thread and this seems like a different problem. The phone has not been rooted. Any help is appreciated.

I think you may have to turn that one in and get a new one. You should probably give VM a call. :(
 
It did it again tonight. When it stopped charging while plugged into the wall through the LG charger I went into the testing menu. Under battery info it showed:
Battery status: discharging
Power plug: USB
Even though it was supposed to be getting AC power. I pulled the plug and reconnected it:
Battery status: Charging
Power plug: USB
Even though it was still getting AC power. If there is no good solution I'm going to have to return it.
