One of my apps downloads files to the folder called storage/emulate/0/file. I can't find this folder on my phone or my sd card. When I do a search on the phone and sd card for the file it finds it and says it is in storage/emulate/0/file. But I don't see that directory anywhere. Where is it?

It's exactly where it says it is. storage/emulated/0/file would be in the phone internal storage, not the SD card. Install a file manager such as FX File Explorer (my favorite) or ES File Explorer and look under:
/System/storage/emulated/0
...and you should find /file.
