Help Storage probs!!

Hey I have a Samsung galaxy s3 mini, and I have some storage problems. I have an external SD card that has 2 GB free yet my phone says my storage space is running out. Its getting very bad to the point in which my gallery won't open. I want to transfer some apps to my external memory however whenever ri follow the instructions to do so, I don't have the "transfer to SD card" option in my application manager. Please help!!
 
Moving apps to SD was deprecated in Android 4.0. Actually it only existed in 2 versions (2.2 and 2.3), and was really a bit of a half measure (literally: only parts of the app would be moved).

Music, pictures, videos can be stored on SD, but apps cannot be moved unless you root the device and make some other modifications.
