Help Storage probs

Okay so normally I'm the one fixing my friends problems.. But none of the traditional methods have worked... I've done everything from clearing (ALL) caches as well as uninstalling apps to moving pictures... This seems like such an old question but I haven't found anything for this...

Suggest you install Storage Truth and post back the results. It would us give a better idea of what's going on with the supposed free space, etc. than the phone's own stock storage information.

What phone is it, make, model and Android version? Like if it's a budget Chinese one or something, those might have partitioned rather than unified app and data storage, which can give problems like this. Yes it is an old question.
