Strange Internet Delay

Moto7+, Android 10.
When I say delay, I don't mean slow Internet. I have a 50mbs fiber connection, and speed test shows that's what I'm getting. The problem is that in certain apps, when I initiate an action that requires Internet access, there is a very long (up to about a minute) delay before the transfer starts. Once it starts, no problem.
My wife's phone (Nexus 5, Android 6) has none of these problems, nor does my chromebook or Windows laptop using the same network.
I have seen this problem in Play Store, Kindle app, Google Contacts app, and probably some others. Most Internet apps work just fine.
After trying many things, I thought wiping the system cache might be the answer. I've done this before with other phones, but, to my surprise, after I get to Recovery Mode, that option is not there!
So I went for a factory reset, not loading the backup, but starting from scratch. I still have the problem.
Any wisdom out there?

nope, if after a factory reset, and the issue persists not sure what else you can do. is this only happening on your wifi network? what about when you are using 4G? or even wifi from another place?

Good thinking. It is not a problem using 4G. Still a mystery.
