Help Strange messages on screen

My girlfriends phone keeps popping up odd messages. To get one to take a picture I told the phone to search for mobile networks and got the attached message for a few seconds.

I'm guessing it's from an app she has installed, is there a way of telling which one it is? It seems be be a message about the data connection. Mine doesn't have any messages like this, in english or otherwise.

I think it's all related to which data connection is active. Does anyone know of an app or setting that would do this. If not I'll have to get her to start installing apps until out stops.
