Stream Media from Windows 8 PC to Samsung Galaxy Note 2

I have done a little research on the topic but I have found nothing really convincing. All I am wanting to do is to stream media from my PC to my Note 2 and vice versa. I have tried KIES in the past and it is a complete failure. What solid programs are out there that I could do this with, just to stream in my house over my network, or even streaming when I am out of town (this would be a plus, but not a necessity). I have heard of AirStream and Skifta, I am also the kind of person to give early developers a chance. Windows 8 PC to Samsung Galaxy Note 2.

Any ideas?

theres a app called BubbleUpnp download it make sure your phone and pc are connected to the same wifi. places the videos music what ever in windows media player then in the Bubbleupnp app press devices choose the windows one then choose libary and there you go

I use ES file explorer and browse shared folders on my pc's hard drive on my home network. Of course this only works on wifi.. but it works great.
