Streaming vs Downloaded, handled differently?

I know Streaming audio and Audio have 2 different default setting however this is what my issue is.

Streaming audio comes through as mpeg and if I download the same file it's an MP3.
I need to know what internal player plays mpeg files and MP3 files?

Any ideas?

It is entirely dependent upon what device you are using and the media apps installed. Sometimes even seemingly unrelated apps will provide media playback for various formats (e.g., X-plore file manager).
