I am charging it, but every few seconds, it vibrates and brings me to this screen, the. turns off again, vibrates, and continues.
It will not charge.

Could be the battery is finished, and replacement is required. Given that the Galaxy Note 2 has been around for coming on 5 years old now, that's very possible.
