Stuck halfway through pin lock setup

I tried to setup a pin # lock on my Android tablet (version 9, 5 Jun 2019 patch). Evidently, the first pin entry was not what I thought I entered, and I can't replicate it. So, my tablet is still set up with just a swipe unlock. Any attempt to change the lock mechanism just goes to the 'Re-enter pin' screen. Essentially, at this point, I can't confirm the pin entry, and Android never thought to allow users to restart the setup process, as far as I can see.

Is there some way to reset this process and start over with entering the first pin again, or with changing over to a different lock mechanism? I would rather not fully reset if at all possible.

After testing I can't reproduce that on my phone. If I try to setup and enter a PIN once, type a wrong PIN, then exit out and restart the process it asked me to type a new PIN two times like normal.

After restarting the phone, or trying to set up a password/swipe unlock instead it still asks for the unknown PIN? If so that's odd, and might need a reset. Sort of related info:

ok so can you unlock the device? if so that's great. but once the pin is setup, you can't change the pin unless you know what it is. you had to enter the pin twice upon setup, so you entered the correct pin somehow. have you tried all possibilities?
 
I went ahead and forced the factory reset. Restart process asked for new screen lock setup. Was able to set up the desired password this time. Thanks for all who offered help.
