Stuck in bootloader

When I restarted my phone it went to bootloader. Software status modified so I did some research and found out its a common issue. I thought that I could install a custom rom but to do so I need to enable developer options to so. Which I cant do because I cant get the os to launch. Anyone have any ideas?
