Help Stuck in startup sequence

Hi,

I have a Razr Maxx that I was trying to do a factory reset on. As far as I know it has never been rooted (bought it used), and I was trying the reset because I was having problems opening some apps, even in safe mode. I've tried wiping the cache partition numerous times, "wipe data/factory reset", "reboot system now" etc., but keep getting stuck at the red eye in the startup sequence.

From poking around here, I get the impression that mayyyybe I should try to something like the Utility Belt thing mentioned here -

Does that make sense? Any thoughts or suggestions would be appreciated.
 
I'm having the same issue! For the last week or so, my phone has been rebooting every 5 to 30 minutes. Today, it rebooted and now doesn't get past the red eye... I've also tried the factory reset and it didn't help.
 
Well, I found the following video and was able to use it to restore back to factory. It worked perfectly and was nice to have a fast phone again.

 
Sounds like I have the same issue. One day I was putting it in the Navigation Dock, the screen flashed when I slid the plug into it. Now it will not boot up. It just gets to the Droid Eye and sits. I have tried many things and I am wondering if the Factory Cord is the answer or not. Also, I have done the Power, Volume Up/Down to bring up the menu, but once you scroll down to the different options, I can't seem to select anything. Thought the Power Button might be the select button, but no luck. I have to let the phone die because it won't shut down. Any help would be greatly appreciated as I love this phone for my GPS as I have upgraded to the S5.
