As many note, the Incredible is not so good at noticing when ID3 information on MP3 tags has changed (if you update your MP3's, album pictures start tending to be incorrect). One workaround has been to rename your MP3 directory each time you change it, to force a database update.
While I do not know of any way to force the Incredible to re-index; perhaps Virtuous Buddy could have an option to simply delete the music database, wherever it is.
