I clearly remember not so long ago that if I was in Hangouts about to write a message, I could tap the green hangouts icon at the left of the text entry field and I would get the option to send via SMS instead. This option seems to have stopped working. So now it looks like if you have a Hangouts contact but you want to send an SMS (for example if you know they currently have no data access) you have to leave Hangouts, go to Contacts, find the person, then click on the phone number to send an SMS from there.
Is this right? If so, it seems a big step backwards.
