I have a Samsung note 3 and just bought a galaxy tab3...i want to sync my phone with my tab and get what's on my phone on the tab. How do I do that and is it possible?

Android isn't iPhone - it doesn't have a "sync everything" app. Contacts that are entered as Account apps are synced on the cloud. You can sync apps with a backup progrm. You can sync texts with a backuup program. You can sync just about everything else by copying it to your computer, then copying it from your computer to your tab.
There are also apps like Kies and Double Twist, but you have to be young to live long enough for them to finish.
