I saw similar questions to mine but they were 5 months old so I'm hoping there is something new out there. I have a Motorola Razr & a 7" tablet. I would like to use the tablet to backup everything on the phone especially my music & pictures. Being able to sync the 2 would be great. They have a common WiFi.

First off Welcome to the Forums 
I have moved this thread into the Android Lounge as it is a pretty general question.
So onto your question, i know the Gmail should sync your contacts so once logged in on both devices the contacts should sync up.
Google Play should sync your apps and purchased apps so you should be good there, again once you log into your account things will sync.
Google Music should sync your music between devices so that should cover that as well..
If you are looking for saved data in games and apps then you probably want Data Sync which can sync things between Android Devices.
