I purchased a book through play store on my galaxy s3 but can not read it on my Tab 2. Both devices are on same google account but when go to my tab2 it wants me to purchase it all over again!!!
 
You didn't purchase the book, you purchased the right to have it on one device. That's how software licensing works.
