Synchronisation Time Rather Than Interval?

Im not sure if this should be directed at developers, but it is a general application question.

Why do apps not allow for a syncronisation time, rather than an interval.

For instance I use NewsRob to read my google reader information and I read this on the train from around 7 to 9. (not time on train, but time I get to station)

I would like to set so that the app syncs at 6-7ish so that I can just open up and read on the train.

Is this possible?

Sure it is.

I can't speak for others but I can't be bothered with sync schedules (too much trouble IMO). My email accounts are all push and other apps/services sync as needed.
