Help Syncing folders locally between Android and USB device

Lurker
My phone is a Samsung S5 running Android 6.0.1

I often download radio programmes to a USB memory stick from a PC to play on my phone.
I then transfer the programmes from the memory stick to a folder on my phone using the stick as a backup. However, once I've listened to the programme I delete it from my phone AND from the stick.
I don't want to keep copying files from the stick that already exist on the phone.
Is there an app that will allow me to sync the folder on my memory stick with a folder on my phone (and vice versa)?
I do NOT want to use Cloud, I simply want to sync between local folders on my USB device and my phone.

I have not tried it yet, but I will when i get home.

I use Allway Sync to keep all of my data on the Win7 PC backed up to an external USB hard drive.

it works in background there, waits 5 minutes for inactivity and does its' thing.

it can be triggered manually also.

I think it should work, but the file system is different on Android. the date/time stamps might be an issue? when I get home tonight, I will try it out and see what happens.

to make sure we are on the same page:
1. copy all files from PC to USB stick, but IF a file is missing from he USB stick, you want the sync program to delete it from the PC. Then the PC copies only new files to the USB stick.

so far, so good, Allway sync does that IF you configure the options correctly.

2. copy ONLY the new files from the USB stick to the phone.

3. which I think will be better, is to just have the sync program go direct to the phone if the file system can handle it and not use the USB stick. that way, it all stays sync'd up right and old files don't get copied to the phone twice.

interesting puzzle.....

Now, my son does that everyday to an iPhone with podcasts.

he just copies what he wants to the phone, then deletes it off the USB drive. problem solved.

he only copies what he can listen to. he does not leave them on the phone or USB stick.
