System UI has stopped, Can't do anything

[Android Question]

I have read all the recommendations from numerous websites, but my ALPs C20i (rooted) will not allow me to do anything. As soon as the phone is switched on I get the notification, I press OK and within half a second it reappears. I do not have time to do anything. I have tried starting in safe mode, recovery mode etc, but the phone will not respond to commands. I can see that under the problem the phone seems OK. Do I throw the phone away?
