Help System UI has stopped

Whenever I tried to hold down the home button to clear the background apps, it would say the System UI has stopped. Whenever I hit okay, it would return me to the home screen with a default background. I looked around on the internet and saw something about shutting down the device, holding the power + Down volume to do a reboot. However, it came up with a warning saying downloading a custom OS could damage apps, etc. I canceled it and then tried the combination again, but the same screen appeared. I then moved on to downloading a custom OS. Was this the right thing to do? Will it fix the issue or cause more? How long might this take and what exactly is being done?
 
You're not downloading a custom OS. That screen will show up whether you're downloading or not.

The correct method was power button and volume up to see the recovery menu, and do a cache wipe then reboot.
 
Since I can't reply to any comments on my threads this is what I have done. I've held power + volume down and it comes up with a warning screen warning me about downloading a custom OS. I have also done power + volume up and it turns on normally, except at the top right corner it'll say something about a reboot. My Android version is 4.3. How can I get to this recovery menu and do the cache wipe and reboot? Is there another way to do it?

I had the same issue whenever I pressed and held down the HOME button on my Galaxy s4 (It just started yesterday) I found a Fix online. All I had to do was Uninstall Google Apps.
Now I can open the Taskbar (Hold Home Button) And this message doesn't show up anymore.
