Help System update won't clear

We've had the update notification in the topbar for ages now. When we touch it it says later or install. However no matter what we click nothing happens. Any ideas?

Restart your phone and see what happens,And you my need a new sim card for the update.A bad sim card won't let your phone update.

If the tablet is rooted and with a custom recovery like CWM or TWRP the update won't install.
