System utility freeware for standalone PC?

I have a PC with winXP and am not able to link it to the internet. I would like to down load some system utilities on my Android phone and transfer them to the PC via SD card. Does anyone know a good site to find freeware to do this?

What exactly are you trying to load onto your Android device from your PC? Think you could better explain?

If you are just trying to download files to your phone and transfer them to the PC, what you need is a web browser on the phone, to set the download folder in the phone's browser settings to where you want, and a card reader or usb cable to get files from the phone to the PC (card reader may be easier with some recent phones). That's it, no need for special software.
