Help t-mobel moved to att

moved a samsung galaxy exhibit 2 4g over to att on pre pay all i can get is 3g how to you set it up for 4g speed on att . att pre pay speed is 4g.
 
I suspect that the 700MHz band may be the problem. TMobile doesn't use it, so the phone doesn't have it.
