Root [T-Mobile] Is my s3 unlocked? I put a custom rom on it.

I have a tmobile galaxy s3 t999 that I installed a custom rom onto. Is the device also unlocked when you put a custom rom on?

I tried to put a different carrier sim in but it says SIM is locked, does that mean only the SIM card itself is locked? And not the device?

I am running T-Mobile, but when I put a Cincinnati Bell Sim in, it says sim locked.

As far as I'm aware, installing a custom ROM's won't bypass the SIM lock. Because of a law passed earlier this year, you either need your carriers permission or you need to be outwith your contract to SIM unlock the device now.
