Help T-Mobile (UK) Sim Unlock code fails

Hi there,
I have paid for a network unlock for a Galaxy S3 but it simply fails to work.

The IMEI has been verified and checked twice by T-Mobile.

They are now not interested in helping any further.

Is this common and does anyone know a work around?

The phone has had its data erased (soft reset) but has NOT been rooted.

Could rooting a reinstalling an OS help?

I have now rooted the phone and still no joy with the code.

What governs the code? Is it the OS and could a different version of the OS help?

I see in the service menu (*#0011#) that there some options but I can access them. I think I am not alone in that respect.
 
Ok lets just recap a little here. What company is the phone getting unlocked from?

A quick search also says that it will fail if done with a sim card in it. Did you try to do it when no SIM card was in the phone.

Seriously in most places the ONLY legal way is to have the company do it. They are the only ones who will be able to fix your issue.
